can a cisco router send an alert email when a serial port or the line protocol is down?

Cisco 2801 running Cisco IOS 12.4(3f)
If it is able to send an smtp email, please include instructions how to do so. Thanks.

    The router itself will NOT generate an email – it can however generate an SNMP Trap and send it to your Network Management Station for alerting/paging, etc. It can also send a syslog message if you have a parser for such messages (hopefully you do).

    Yes, it is possible with your IOS version. By using new features of EEM. I plan to write an article about it but it is not ready yet.
    You can try custom search to have an idea.
