What percentage of the time are IP address locators correct?

I am trying to estimate what percentage of the time the city attributed by an IP address locator is correct. Specifically, I am interested in the performance of a Google PPC campaign.

    I believe that all major IP tracking site claim that accuracy is higher than 90 – 95%.
    I have tried all major IP tracing site but the best result give me:

    The IP geolocation technology should very mature by now. The vendor, IP2Location.com, we are using can get >99% for the country detection.
